Trespass bylaw takes effect on Kainai First Nation on Saturday

STANDOFF –  A full explanation and details on the Blood Tribe’s Trespass By-law won’t be provided to the media and public until Monday. However, the bylaw will take effect on Saturday (May 13).

On March 22, 2017, Blood Tribe Chief and Council said that it would be implementing the rules in an effort to minimize drug activity and maintain community safety. The controversial bylaw was originally set to begin on April 13, but that date was delayed

 As LethbridgeNewsNOW.com reported on April 11, Chief and Council stated they needed additional time to review and address questions being posed by the community. The bylaw and regulations were to then take effect on May 3, ten days after full details were to be posted on the Blood Tribe Council website.

Two types of permits — residential and entry — will be required for all non-Blood Tribe members, and could come with a high price tag.

The permit fee schedule, which was officially passed on Monday (May 1), shows fees for private businesses and professional firms are the hardest hit, faced with a $2000 annual fee. Physicians will be charged $500 a year, and there are day passes for $50 per day or $250 per month for those conducting lawful activities. Applications for all entry permits must be submitted to the lands management department.

In spite of calls from media outlets for a full explanation of the new bylaw and how it would impact everyone, Blood Tribe officials declined to comment, which left many questions and much confusion from both the public and Blood Tribe residents.

It has been confirmed that the bylaw will not apply to those travelling through the reserve on provincial highways, and it’s hoped other questions will be answered on Monday. Other details can be found on the Kainai First Nation website.
