Person who allegedly “helped to orchestrate” paintball shooting at SCS could be main witness in trial

LETHBRIDGE, AB – The Crown Prosecutor in the case for 29-year-old Jesse John James Bulman wants to see a no-contact order between Bulman and a woman believed to be involved removed.

Bulman is accused of firing multiple paintballs from a moving white Dodge pickup truck at staff and users of the Supervised Consumption Site (SCS) early in the morning of Saturday, August 24th.

Lethbridge Police say two men were able to avoid the paintballs, but a staff member was hit numerous times in the leg, arm, torso, and face. Following the initial assault, the truck reportedly returned to the scene and more paintballs were fired at clients walking along 1st Avenue South. This caused them to hit the ground and seek cover behind vehicles.

Bulman remains in custody and appeared in Lethbridge Provincial Court via video Tuesday morning.

Not including Bulman, police identified four people. Three are said to be victims, while Crown Prosecutor Lisa Weich told court that the fourth, a woman, was neither the co-accused or a victim.

She described her as being Bulman’s primary support as the two are reportedly in a long-term relationship.

Removing the no-contact order that is currently in place could allow the woman to testify in court, as Weich said she could be their number one witness.

Although police have made no public indications that the woman might be facing charges as well, Weich hopes to clarify whether police have any plans to name her a co-accused.

Both Bulman and the woman have given statements to police and are both said to have been co-operative in the whole process.

Court proceedings for Bulman have been adjourned until Friday, August 30th for him to consult legal counsel.

He is facing three counts of assault with a weapon, one count each of possession of a weapon dangerous to the public, and mischief to property.
