Federal override makes spy committee’s mandate ‘a mirage,’ information czar says
OTTAWA — Loopholes and restrictions will prevent a planned committee of parliamentarians from properly scrutinizing spy agencies, the federal information czar says.
Proposed legislation known as Bill C-22 would give the government too much power to veto the national security committee’s work and deny members necessary documents, information commissioner Suzanne Legault told MPs on Thursday.
The security-cleared committee of seven MPs and two senators would examine the intelligence activities of more than a dozen federal agencies. It would have the authority to delve into national security matters and be given access to classified government information.
However, ministers could override the committee’s plans to look into a case if doing so were deemed harmful to national security.
