Forensic assessment completed for man charged in impaired driving death of former Pikanii Band Councillor
LETHBRIDGE, AB – A forensic assessment, ordered back in early March for 62-year-old Douglas Bagnall, has been completed.
However, during a court appearance via CCTV from the Calgary Remand Centre Wednesday May 22, both an agent for Edmonton-area Defense lawyer William Tatarchuk, and a Crown lawyer, told the Provincial Court judge they had not yet had a chance to read and analyze the results.
The assessment was ordered because of serious concerns over Bagnall’s health and mental status; he has been described as a chronic alcoholic whose ability to understand time or place, his belief that he could simply leave jail at will and his inability to understand the rules while incarcerated at the Lethbridge Correctional Centre has been called into question.
