Lethbridge Police advising of high-risk offender residing in the city

LETHBRIDGE, AB – The Lethbridge Police Service (LPS) has issued a warning regarding a high-risk offender residing in the city.

Police said 42-year-old Glenn Christopher John Rutledge was released from custody after serving a one-year sentence for breaching conditions of a Peace Bond.

The LPS said Rutledge has a history of sexually offending against female children and violating court-imposed release conditions.

Authorities believe the 42-year-old “poses a significant risk of harm to the community”. The LPS said he is likely to engage in behaviour that is opportunistic and is likely to seek out relationships with women who have young or teenaged daughters, while grooming children he has access to.

Rutledge has been assessed as a very high risk to re-offend and the LPS High Risk Offenders Unit is monitoring him. He is described as a Caucasian male, standing 6’1” tall at 159 lbs., with short black hair and brown eyes.

Rutledge is bound by conditions that prohibit him from having any contact with persons under the age of 16 unless under the supervision of someone the court deems appropriate.

He has additional conditions barring him from attending any public parks, swimming areas where children under 16 are likely to be present, daycare centres, school grounds, playgrounds, or community centres. Rutledge cannot seek or obtain employment or become a volunteer in a capacity that involves being in a position of trust or authority over someone under the age of 16.

Additionally, he is prohibited from using the internet to access any content that violates the law, directly or indirectly accessing any social media sites, social networks or internet discussion forums or chat rooms, and cannot have a personal profile on any social media platform.

The LPS said it is issuing the notice as the service believes it is in the public’s best interest to inform the community of the residency Rutledge. Police said the intent of the advisory is to inform the public to take suitable precautionary measures and not to engage in any form of vigilante action.
