Chinook Arch Library Board responds to province’s Bill 28

Officials with the Chinook Arch Library Board say they are concerned about the introduction of the government’s Bill 28, the Municipal Affairs and Housing Statutes Amendment Act.

The board says the proposed changes would greatly affect Alberta public libraries’ governance and operations.

They say while Bill 28 raises many concerns around barriers to access, privacy, and cost of implementation, Chinook Arch Library Board officials say the most significant concern is potential erosion of local decisionmaking by introducing unprecedented provincial oversight into public library governance and operations.

They say the power of public library boards is that they reflect the local community and suggest the province’s proposed changes undermine library boards’ ability to respond to community needs.

Bill 28 was introduced by Alberta’s Municipal Affairs on April 2, 2026.

According to the province, Bill 28 would improve clarity, consistency and accountability in municipal governance by amending three pieces of legislation: the Municipal Government Act, Libraries Act and the Alberta Housing Act.

The government says clear, consistent rules help ensure public institutions reflect community values, protect vulnerable users and operate with appropriate oversight. Provincial officials say they also help municipalities manage essential services responsibly and plan for long-term sustainability.

Proposed amendments would:

  • Amend the Libraries Act and Libraries Regulation to allow the Minister to initiate reviews or respond to complaints related to public libraries.
  • Allow ministerial guidance and non-binding guidelines to support public library governance.
  • Create authority to direct the governance and oversight of municipal public utilities.

The government says building on the public library provisions introduced in Bill 28, further work is underway to establish clear, consistent standards for age-appropriate access to library materials with explicit visual content. Officials say additional details will be introduced through future regulations.
