Town of Bow Island & former employee face charges related to water quality monitoring

BOW ISLAND, AB – The Government of Alberta has laid seven charges against the Town of Bow Island and a now-former employee.

The municipality is charged with five counts related to failing to take specific water samples under the Code of Practice for a Waterworks System Consisting Solely of a Water Distribution System.

There is also a charge of failing to report structural or equipment malfunction in the waterworks system against the local government.

Ryan Jeffery Sanderson, who is no longer employed by the town, faces two counts related to providing false or misleading information.

The charges, alleged by Alberta Environment and Parks, are as follows:

  • Count 1: Between January 2015 and December 2016, the Town of Bow Island failed to monitor potable water in the waterworks system and failed to collect one lead sample per year as required by law.
  • Count 2: Between January 2016 and December 2016, the Town of Bow Island failed to monitor potable water in the waterworks system and failed to collect chlorine residual samples as required by law.
  • Count 3: Between January 2016 and December 2017, the Town of Bow Island failed to obtain water samples and submit the samples for physical, microbiological, radiological, or chemical analysis by an approved laboratory as required by law.
  • Count 4: Between January 2014 and December 2017, the Town of Bow Island failed to immediately report to the Director any contravention of the Code of Practice for a Waterworks Distribution System.
  • Count 5: Between January 2014 and December 2017, the Town of Bow Island and Ryan Sanderson failed to immediately report to the Director any structural or equipment malfunction in the waterworks system that may affect the quality or supply of potable water.
  • Count 6: Between January 2015 and December 2016, Ryan Sanderson provided false or misleading information under the Environmental Protection and Enhancement Act.
  • Count 7: Between January 2015 and December 2016, the Town of Bow Island knowingly provided false or misleading information pursuant to a requirement to provide information contrary to the Environmental Protection and Enhancement Act.
